I would like as close as possible to a comprehensive bibliographical / citation list of all academic articles / popular articles / books and other publications which meet the following two criteria:

1) they significantly discuss hydrinos, hydrino theory, hydrex, below ground state / "shrunken" hydrogen, (and, if possible, published articles which in answerer's judgment clearly appear to be discussing laboratory phenomena based on this type of atom, without being explicitly aware of it)

Here are the references I found for hydrino-related technical papers, presentations, books, and so on.

The references are presented with the information contained in the actual citation, which is sometimes scanty.  Most materials appear to meet your quality criteria, though I erred on the side of over-inclusion if there was any doubt.

It's always difficult to make a claim that "all" related references have been identified.  But given the frequency with which duplicate citations began turning up in my searches without any new references materializing, I think you'll find that the list below is fairly comprehensive.

There were two types of references I thought might be included, but weren't, probably because you determined they did not meet the criteria.

The first were a group of papers that discussed Hydrex, a somewhat related theoretical type of shrunken / below ground state hydrogen discussed, differing from hydrinos mainly in being theorized as unstable.  E.g.:
