Say I want to build a small residential house/ski lodge near Truckee, CA (which is near Lake Tahoe). Where are the guidelines on what aesthetics are allowed? e.g. does it have to look like existing nearby houses, can it be in the shape of a helicopter, etc?

I don't need general links like http://www.townoftruckee.com/government/community-development/planning-division/plans-and-regulations - I need something that answers the above specifically.

It normally depends on the subdivision or general area

For example, a community like Grays Crossing would have particular architectural guidelines.
